James was born on August 9, 1953, in Wiltshire, England at the US Air Force Hospital to parents Eugene and Virginia. James graduated from Texas A&M University in 1975 with a degree in Civil Engineering. With a career spanning more than 40 years, James was a dedicated civil engineer who built a respected legacy through his work with the United States Army Corps of Engineers, Superconducting Super Collider and later for the Federal Aviation Administration.

James found great joy in the outdoors and cherished family beach trips, where he created countless happy memories with his daughters and grandchildren. He was an avid hunter, sharing many Colorado elk hunts with his friend Roger. He was also quite the fisherman and especially enjoyed his many fishing adventures in East Texas with his friend Doug.

Above all, James was a devoted family man. He will be remembered as a loving father and proud Papa, always generous with his time. James will be deeply missed for his steady presence, his quiet strength, his sense of humor, unwavering faith and the way he showed deep love through his actions.

He was preceded in death by his parents and sister, Jeanette Gray.

James is survived by his three daughters, Jessica (Jonathan) Russell, Amanda (Tyler) Quinn, and Catherine Risse; his five grandchildren, Thomas, Jacob and Emily Russell and Harrison and Cadence Quinn; his sisters, Jackie Risse and Joanne Bransford; and brother, Mark Risse.
